I wonder if I can force Moonlight to use system ffmpeg somehow. Maybe I should file a bug report with them, since if that's the reason it means they need to fix their embedded ffmpeg. There was an update to ffmpeg on RPiOS bookworm that was needed for hevc decode to work with the 6.12 kernel.
If an application uses system ffmpeg then I'd expect it to continue to work.
However if it embeds a prebuilt ffmpeg (perhaps a newer version) then that package will need updating.
And if you are using the 6.12 kernel on another OS, then it will need its ffmpeg updated.
For background, kodi in RPiOS uses system ffmpeg and just worked without change with the new kernel and system ffmpeg.
We also provide a newer version of kodi (kodi21) which uses ffmpeg6 (newer that bookworm's) embedded inside.
That required an updated package to work with the 6.12 kernel (which is in the raspi bookworm repo).
