Troubleshooting • RPi Zero 2W HAT not recognized only after reboot. Works on clean image.

Hi All

i have strange problem. All was OK for years until last week.

I have RPi Zero 2W with Waveshare 20416 HAT attached which has ethernet port and few USB ports. After i reboot RPi that HAT does not get recognized. When i re-connect USB keyboard or reconnect ethernet cable it comes back to life again and then in DMESG i can see messages like:

You can actually see the 20 seconds delay when new high-speed USB device number 2 was detected as it took me about that much time to unplug and plug keyboard again.

I did clean image of Raspbian and updated it with all packages available to reproduce the environment I have and the HAT is being recognized on every single boot, at least 20 in a row.

Can anyone help me out how to start troubleshooting the issue. I would really like to avoid setting up that device from a scratch.
