I have a similar or closely related problem with my new Pi Zero v1.3 (not W, not 2, etc). My monitor doesn't go blank, but perhaps it's just a more compatible monitor. It still fails to boot, with the green LED left lit.
I have tried two different microSD cards (SanDisk 16GB and Integral 32GB) using the Pi Imager on Windows and the recommended Pi OS for the Zero (the first choice, with desktop). I downloaded the Imager today, getting version 1.8.5. The OS it installs is based on Bullseye.
Briefly, it won't boot, despite repeated attempts. Mostly, it stops during the Plymouth splash screen, displaying the name of a service - not always / maybe never the same service, so far. On first boot, it stopped with a kernel panic. Copied down by hand, it said:
[ 40.598275] kernel panic - not syncing: Fatal exception in interrupt
- that's with the second card, but it was similar with the first one.
I removed the quiet option from cmdline.txt in /boot, so I could see more boot messages. There has been nothing connected other than the HDMI cable, to an LG 22" LCD TV, which I habitually use as my monitor.
I would like to try it with a Debian Buster image, which the OP said worked, with or without a desktop, but there's no option to download that using the Imager, and the links for it have been removed from the official downloads page (not sure if I'm allowed to post links yet, so I won't).
I see the Imager allows me to load an image from disk, but where do I get the Buster image?
FWIW, I've had no problems installing Pi OS on Pi 3B v1.2, Pi 3A+ and Pi 4B. The Pi Zero has been my first failure, following the "out of the box" instructions / recommendations.
Out of curiosity, how much testing is actually done to make sure the latest release still works on the Pi Zero v1.3?
