AT+RENEW restores the default factory settings which is Peripheral/No security. I get a reply OK+RENEW. When sending, the HM10 must not be connected, 9600 baud, no LF or CR line termination. One way or another you need to restore the factory defaults and not send any further AT commands and the HM10 will then connect easily with no security. It makes no sense that your first example fails to connect, when the second does connect, because the same initial connect request packet is sent in both cases.
The official Bluetooth specification works as a reference if you know where to look but it is impossible to decipher if you are starting out. If you want a look, it is the documents called Core Specification here.
