I ended up commenting out the entirety of the config.txt and attempting to boot. It booted fine. Then by process of elimination I determined that the line "otg_mode=1" was the culprit. Expected startup happens if this line is commented out or set to value 0. I'm still not sure why this line worked when booting from USB SSD but fails when network booting. I'm still able to use a USB wireless keyboard/trackpad, so I haven't yet noticed any other adverse effects.
A comment in the config.txt file says "Enable host mode on the 2711 built-in XHCI USB controller. This line should be removed if the legacy DWC2 controller is required (e.g. for USB device mode) or if USB support is not required."
Any ideas why this one line would cause so much trouble with network booting but be fine in USB booting?
