so that's 5A at 5.1V = 25.5W -> equal to the official PSU rating.
45W max only if 20V output voltage is negotiated. Anyhow, 5A shown, should be not the problem here.

do you have the possibility for adding a little more space between your cooler and the HAT by using longer standoffs
