That's strange.
My 5; which also has the active cooler; sits at just under 60 most of the time and isn't throttling at all...and I live somewhere, where we often have ambient temperatures well into the 30s

it's not supposed to throttle until you get to around 80 degrees.
Have the changes that you made stopped the throttling?
