In my case increasing swap file to 1GB helped in some way. After increasing swap it looked like device was still getting stuck but I was able to terminate upgrade process with CTL+C. When I run "top" it looked like it used ~400MB of RAM and ~400MB of swap file during upgrade. And at this point device is really slowing down. It successfully read change logs after some time and than got stuck at 11% of upgrade process. I had to start upgrade and auto-remove several times and finaly all packages were up to date. So it simply looks like 512MB of RAM is a problem.
