To be clear, when you were using rpi-eeprom-config to switch, were you doing this via a keyboard directly connected to the Pi or over some remote session connection?
The comment about "if the raspi is offline" is confusing me. As thagrol noted you do not need the Pi to be attached to anything network wise to boot it from a micoSD or USB drive (directly connected to the Pi). You can also change the boot order when it is in a standalone mode. If the Pi is powered up you have access to run the command "sudo rpi-eeprom-config".
By default the Pi should boot in standalone mode, without needing any network connection.
