Running your code on my Pi4B with a Pi Camera Module V2 attached worked fine with no issue, no random pictures were taken.
However, I did not have a physical button with wires attached to GPIO 23, I simulated it being pressed using raspi-gpio. So maybe your wiring/switch is dodgdy or wires are too long etc. Can you post a pic?
