Does Ethernet route through the RP1?

yes, ethernet is on the RP1 chip

Is there any way to disable HDMI

just dont plug in anything hdmi, and dont touch the config
ive already done testing, and found that messing with the config often increases the cpu usage

Bluetooth

dtoverlay=disable-bt
but you also need dtoverlay=disable-wifi, to fully stop that power usage

Is there any way to disable RP1 but leave Ethernet up?

you cant disable the RP1 but keep the ethernet
