Both Pi's have the same setup (same uSD/PSU) used, no other devices connected?
Check the fan connector (plug and socket).
If the fan keeps spinning after power-on the kernel was not able to detect/read the tacho signal.

Post a picture of your fan plug and the socket on the Pi5.

If the fan keeps spinning after power down you typ have a 5V backpowering issue (5V get's switched off on the Pi5).
Sorry I am a bit busy at the moment, but I will follow up with images asap. I posted a picture from the Pi and a Case (which works now with the 8GB Pi) previously.

But yes it is the same PSU, same SD Card, same Fan, just different Pi. I unplugged the 4GB Pi and swapped everything to the 8GB Pi and there it worked with no Problem. On the 4GB Pi the fan is running at 100% speed and no PWM (/sys/devices/platform/cooling_fan/hwmon/hwmon2/fan1_input does not exist). The fan is not spinning if the Pi is powered down. It spins up fine when powered on, but keeps at 100%.
