I believe this isn't a failing with the OS. It's a failure of the display reporting a mode is supported it doesn't handle.No, it doesn't. Just gives a blue screen, like when no HDMI signal.
It's a bit rum for any OS to show options it can't handle !
Buster just happened to get lucky and its wrong choice of hdmi mode just happened to avoid the broken mode of the display.
