I really appreciate all the responses, and I have tried to follow them to the best of my ability, which as I stated is limited. What I did learn from reading the forums is the code being flashed is 4 long flashes and 5 short flashes, which when I looked at the RPI5 reference is "Fatal Firmware Error." based on responses I still have not resolved here's what i have done/Checked:

Power source as best I can tell is genuine 27w for Pi5, if not it's a really good fake, got it from pishop.us authorized distributor so hopefully they are trustworthy.
Boot device I only have 1 SD card at the moment so I use the bootloader to set USB boot and attempted to use a USB 3.0 flash drive but did I do it correctly...
Did I do bootloader repair correctly? I loaded the SD card with bootloader utility and a Green screen appeared, I waited a few minutes and then unplugged, felt like there should be a power down sequence or something else to do but I am not aware of it.
I tried booting with (each individually) only Power and SD card, only power and USB 3.0 flash drive, only power cord. The only time I get anything other than flashing LED (4-5) is when I use the bootloader tool, am I doing it correctly, are there other firmware repair tools etc.
