i still get no hdmi when the sd card is not inserted

What did you change between first and second post of raspinfo?

You now have hotplug on HDMI0, but no readable edid.So, probably is still with display or hdmi cable. Can you try a different display and/or a different hdmi cable. Also try the second hdmi port on the Pi4.

Note: no need to boot OS - power up with no sdcard and the diagnostic display will show what's needed.
Report if you see a display, and if so report the "DISPLAY:" line.
