This also happened to me on a newly purchased Pi4 on my first upgrade. I was connected directly to my home's cable modem with no VNC on or anything like that, directly to the modem with a ethernet cable.
I SSH'd into the Pi and upgraded that way and it solved the issue so far as I can see.
FWIW, this was a bone-stock Pi4 with a (yesterday) new fresh installation of 64 bit Raspberry Pi OS with nothing going on outside of that.
I'm using the "Official" Pi5 USB power supply, so I think the 27 watts is enough. Although I can't see how that would make any difference at all.
