Some time ago, pre-release (beta) versions of the bootloader were released via the APT package in a 'beta' folder. The problem with this approach is that it caused too much churn in APT packages and for the vast majority of users these updates were not relevant.

Now, 'beta' bootloader updates go through the rpi-update staging process first. If all is good then the APT package is released.

Re: The original question, there have been no USB/VL805 changes and and the first step would be to fix the over-current warning. Remove the SSD enclosure, boot from an SD card and check low power USB devices (mouse / keyboard) first.
