Thanks. Problem solved. It worked for the second user to manually create the file ~/.config/labwc/environment and have it contain the following:
The GUI approach via Raspberry Menu -> Preferences -> Raspberry Pi Configuration -> Localisation -> Keyboard did not do that despite showing the correct settings.
Should a bug report be filed for bookworm somewhere?
(Apropos standards, "se" refers to a country perhaps from ISO 3166. "sv" refers to a language perhaps from ISO 639. So the environment file is in error by seeming to mix country with language.)
