Yes, is confusing. That "or newer" is the erroneous part... The program seek an exact match for the current bootloader version in the selected release (stable or latest) but not for a newer one. And if an exact match isn't found it offers the latest one found.
This happens when release was changed from latest to stable (or vice versa), or when the current version is so old that it's not included in newest apt releases.
