Sorry, can't support with Bullseye as I don't have any Pi running the deprecated OS.
Nevertheless, Bullseye should do that just fine (although this anoying MUTTER was always a pain in the back).
So if I get you right you want to rotate FHD screen on HDMI-2
why don't you use the screen configuration editor, rotate thr display, pressing the green checkbox button to confirm?
