I was having a similar issue. Oddly enough, flashing the "network boot" EEPROM onto the Pi solved the problem. If you have another SD card or USB drive handy, you can flash it to that and insert it temporarily so you don't have to reinstall any operating systems. Once the EEPROM image is flashed, remove all the OS drives from your Pi, insert the newly flashed SD card or USB drive into the Pi and boot it up. The screen should eventually show solid green. Once you see this, it means the EEPROM image has been read, and you can power off your Pi. Reinsert your OS drives and you should be good to go! Good luck!
