Chromium has been developed to do all the things, from displaying text, to many many adverts, to video and play games and more.
It caches and predicts and protects as it goes along. Expect it to take some resources.
The suggestion is to turn on browser power saving on but being an old-old-OS it may not have these newer feature Edge/Microsoft etc brought to chromium.

Or just find a simple browser that does only what you need, there are lightweight ones out there.

With python just check you are sleeping in loops, just in case that crops up again.

1.5, on four cores is not a lot put of 4 or 400% assuming that's how it is reading.
See which cores are being used etc.

The desktop uses more than just the terminal, it has a lot more to do.
