I'm trying to build a second Blue Iris viewer using a Raspberry Pi and this display/case from UPerfect.
The first one I built using a Raspberry Pi 3+ and this case, and it works fine without the fan running, so I cut the power supply wires to the case fan.
This second build has a Raspberry Pi 4 inside (because that's the unit I had from a different, abandoned project), and I cut off the fan power supply in the UPerfect case before I realized it was overheating Image may be NSFW.

If I reboot it, it displays properly, and if I monitor the temperature via vcgencmd measure_temp, it starts at around 60 ºC and takes about 3-4 minutes to climb up to ~70 ºC, at which point the display starts to flicker. This is very repeatable. Temperature will continue to rise up to about 75 ºC and stay there, at which point the display flickers so much that's it's pretty much unusable.
Is there a way to set the RPi 4 to throttle at a lower temperature?
