Tried many things and at some point everything broke, neither of both worked and I was getting weird locale errors.
Now it appears to be working:
• Reconfigured locales and rebooted
• this time only have en_US.UTF-8 sort of worried that enabling other languages in UTF8 might break it again
• Ensured /etc/default/locale only set LANG
However, now that both work but with a single language (English) I see and are empty.
