Troubleshooting • Rpi3B+ won't boot from same card as Rpi3B, latest image from Rpi Imager

I've got a Raspberry Pi 3B and a 3B+, using the exact same hardware on both:

• quality SD card
  UPS 5v
  Good microSD cables

Using the latest Pi Imager, 64 bit OS, the 3B will boot (well, close to it - it goes to a terminal with a cursor sitting in the top left, but there is ethernet activity), whereas the Rpi3B+ just gets the rainbow screen and the seven-blinks on the green LED.

I've tried booting with a absolutely nothing attached (including HDMI monitor), still no joy - just the seven blinks.

Weirdly I was able to get the Rpi3b+ to boot from the Octoprint installer from the imager a while back (I was trying everything)

I checked out the boot sticky megathread, tried those directions, also swapped in the latest kernel8.img from Github (although the imager tool should be pulling the latest build regardless).

Kind of at my wit's end here - would appreciate any help!
